Lot No. 1. “Lease of Buffets for the Sale of Ready-Made Meals”
Working hours: according to the appendix.
Service period: in accordance with the decision of the Commission; the agreement shall be valid for one year from the date of conclusion of the lease agreement.
Requirements for the Lessee:
The Lessee shall conclude a lease agreement for the catering unit with the Customer — the institution “Khoja Ahmed Yasawi International Kazakh-Turkish University” — in accordance with the area specified in the appendix to this announcement (per 1 square meter). Participation of the Customer’s employees — employees of Khoja Ahmed Yasawi International Kazakh-Turkish University — in this lease is restricted.
The Lessee shall disinfect the catering unit, i.e. the leased premises, using special disinfectants and shall wash kitchen and tableware at its own expense.
The Lessee shall reimburse the costs of utilities (water, electricity and heating) based on actual consumption.
During the provision of services, it is prohibited to use kitchen and tableware that is dented, has damaged edges, damaged enamel, cracks or chips.
In the event of damage to or malfunction of kitchen equipment and its components (electric stoves, plumbing equipment, etc.), the Lessee shall carry out repairs at its own expense.
The Lessee shall guarantee that the quality of ready-made meals complies with the applicable regulatory and technical documents, established sanitary requirements and standards.
The entrepreneur recognized as the winner of the competitive selection shall, after concluding the agreement, carry out repair and decorative finishing works in the leased premises at its own expense and shall pay the full amount of the rent for weekends and public holidays.
The Lessee shall comply with:
the Code of the Republic of Kazakhstan “On Public Health and Healthcare System”;
the Law of the Republic of Kazakhstan “On Food Safety”;
sanitary and epidemiological requirements applicable to educational facilities;
requirements applicable to public catering facilities;
other applicable regulatory legal acts.
At the facility, employment conditions and personal hygiene requirements for personnel shall be observed. Special clothing shall be provided to catering unit employees and technical personnel (a gown or jacket with trousers, headwear and footwear).
Employees of the facility shall observe personal and occupational hygiene requirements, including keeping their hands clean and wearing clean protective clothing and footwear. They must wash their hands with soap when leaving the facility, after using the restroom, during breaks, and after handling contaminated equipment or utensils.
Prices must be indicated for ready-made meals as well as for goods sold as part of the retail assortment (beverages, chocolate, etc.). A menu for ready-made meals must be available. The portion size/weight of each ready-made meal offered in the menu must be indicated in grams.
Conditions for participation:
An application addressed to the Rector of the University indicating the address of the premises to be leased and the price offer.
A certificate confirming the registration of the potential applicant with the relevant competent authorities in accordance with the requirements of the law.
A certificate confirming that the potential applicant has no outstanding debt to the state revenue authorities.
The applicant must indicate the prices of the ready-made meals offered in the daily menu, their weight in grams, as well as other confectionery and sweet products, if any.
The Lessee must have a medical health book. If the Lessee has permanent service personnel, copies of their medical health books must also be submitted.
Cooks and catering service personnel must provide certificates confirming that they are not registered with tuberculosis or dermatovenerological dispensaries.
Appropriate employment/service agreements must be concluded between the entrepreneur-lessee and their personnel, if personnel are employed.
Each potential lessee shall submit the above-mentioned documents in a sealed envelope before the deadline for submission of competitive applications. The sealed part of the envelope must bear the signature and seal of the relevant person. Each page must be numbered consecutively, and the price offer must be enclosed with the documents.
The winner shall be determined by the decision of the Commission members from among the competition participants who meet all or the majority of the following conditions:
The prices of ready-made meals in the menu or the price offered for the leased premises shall not be considered the main requirement.
Documents of potential applicants wishing to participate in the competition shall be accepted at:

Applications will be accepted from the date of publication of the announcement on the University’s procurement website until August 28, 2026 (until 14:00 on August 28, 2026).
The Commission meeting will be held on August 28, 2026, at 15:00 in Office 301 of the Rectorate Building.
